Full text of the “Framework Agreement” between Israel and Lebanon, which provides for a slight withdrawal of the IDF

Below is the full text of the trilateral framework agreement between the United States, Israel and Lebanon, which the sides signed in Washington, DC on June 26, 2026, and which provides for the withdrawal of the Israeli military from some areas in southern Lebanon where it had fought against Hezbollah:

The Government of Israel and the Government of Lebanon, with the full support of the United States under President Donald J. Trump, reaffirm their common goal of achieving lasting peace and security. As reflected in this trilateral framework (“Framework”) and in future agreements, the two countries declare their commitment to ending the conflict between them, ensuring the sovereignty and security of both countries and establishing peaceful neighborly relations between the two countries.

1. Israel and Lebanon reaffirm the right of each State to exist in peace and their mutual desire to live in security as neighboring sovereign States. Israel and Lebanon hereby declare their intention to finally end the conflict, address its underlying causes, and thereby formally end any state of war between them. This framework, reached after several rounds of direct negotiations between the parties, builds on previous successful agreements and understandings and expresses the determination to make irreversible progress towards the comprehensive resolution of all issues between the two countries. Both countries reiterate their intention to resolve these issues as sovereign states through direct bilateral negotiations with the mediation and support of the United States.

2. The Government of Israel and the Government of Lebanon commit to a reciprocal, phased process with clear conditions in which the LAF will restore effective sovereign authority over all Lebanese territory until the non-state armed groups are demonstrably disarmed and associated infrastructure dismantled, allowing the Israel Defense Forces (IDF) to be gradually relocated out of Lebanese territory. The components of this process are detailed in a security annex, developed with the full support of the United States, that complements this framework. The framework will establish the necessary measures, safeguards and verification mechanisms to advance this process. The successful implementation of this framework will pave the way for a stable and peaceful relationship between the two countries and allow the IDF to move its troops out of Lebanese territory.

3. Pursuant to the Security Annex, and as part of the Lebanese State’s broader arms monopoly and sovereign territorial control efforts, the LAF will gradually assume full and effective security responsibility in pilot zones, which will serve as a mechanism for gradual and verified IDF redeployments and LAF deployments. The IDF and LAF have agreed on two initial zones, and future pilot zones will also be agreed upon by mutual agreement. Once the successful disarmament of non-state armed groups and the dismantling of their infrastructure in these zones is confirmed, the LAF will assume full and effective security responsibility in these zones, internationally supported reconstruction efforts will begin, and Lebanese civilians will be able to safely return to these areas under the exclusive control of the Lebanese state authorities. The United States intends to work closely with both countries to review and support this process.

4. The Government of Lebanon reiterates its resolute and irreversible commitment to the restoration and exercise of full sovereignty over its entire territory. The Lebanese government will restore the state’s monopoly on the use of force, achieve the complete and verified disarmament of all non-state armed groups, and ensure that these groups have no military or security role or armed capabilities anywhere in Lebanon. The Government of Lebanon hereby requests the support of international and particularly Arab partners, led by the United States, to achieve this outcome.

5. The Government of Israel emphasizes that its military actions in Lebanon are exclusively a consequence of the attacks, threats and hostile intentions of non-state armed groups, in particular Hezbollah. The Government of Israel emphasizes that ending this threat through the disarmament and dismantling of these groups throughout Lebanon and additional security arrangements to be agreed between the two countries will eliminate any future need for IDF military action or presence in Lebanon. Accordingly, the Israeli government declares that it has no territorial ambitions in Lebanon.

6. The Government of Lebanon, in accordance with the Charter of the United Nations and in the exercise of its sovereign authority, affirms that its security forces have exclusive responsibility for the security and defense of Lebanon and that the Government of Lebanon has the exclusive sovereign authority to conduct war and peace. The Government of Lebanon rejects the claims of any State or any non-State actor to use force on its behalf without its express authorization and reiterates that any claim by any State or any non-State actor to exercise a military or security role, according to the decisions of the Government of Lebanon, is illegal and contrary to Lebanon’s national interests.

7. The Government of Lebanon and the Government of Israel reaffirm that nothing herein shall prevent them from exercising their inherent right to self-defense, as recognized in the Charter of the United Nations and in accordance with applicable international law, and reaffirm that no third party may exercise this right on their behalf. Both governments commit to establishing a military coordination group, with U.S. support and participation, to ensure the overall implementation of this framework.

8. The two countries reaffirm that they share the goal of a secure, reconstructed Lebanon under full Lebanese state sovereignty, in which no non-state armed group poses a threat to Israel, Lebanon or the citizens of either country. Furthermore, both countries recognize that restoring security to southern Lebanon through the deployment of the LAF, the safe return of its civilians and the security of Israel’s northern communities are essential to long-term stability and peace.

9. The Government of Lebanon is committed to a rigorous, performance-based program to enable the LAF to assert full military and security control in Lebanon, to implement the disarmament of all non-State armed groups and to exercise effective authority throughout Lebanon, in accordance with the security arrangements agreed during the negotiations. The Government of Lebanon welcomes the United States’ willingness to support such efforts and recognizes that any new U.S. assistance is strictly tied to verifiable milestones, full transparency, proven results, and ongoing oversight. These efforts will enable the safe and orderly restoration of Lebanese sovereignty and also contribute to greater stability and security throughout the Middle East.

10. Separately and concurrently, the United States will bring together international partners to actively support the Government of Lebanon in rebuilding the country, repairing infrastructure, restoring the economy, and creating opportunities for prosperity. This is expected to include the mobilization of significant reconstruction and humanitarian assistance to Lebanon, economic recovery programs and investment initiatives to enable Lebanon to recover from years of conflict and offer a better future for all its citizens.

11. Lebanon and the United States undertake to prevent the flow of funds to entities, organizations or individuals affiliated with non-state armed groups and to take available legal measures to prohibit the activities of such entities, organizations or individuals. The Lebanese government is explicitly committed to preventing reconstruction funds from flowing to non-state armed groups and affiliated entities.

12. Following the signing of this framework, the two countries will work to establish working groups to draft the Comprehensive Peace and Security Agreement. In addition, to achieve the objectives of the Framework, the two Governments will immediately initiate complementary pathways for continued direct engagement, supported by the United States. The two governments commit to continuing in good faith until a complete and lasting peace is achieved that brings security, stability and prosperity to the people of Israel and Lebanon.

13. Consistent with their shared goals of building stable and peaceful relations, Israel and Lebanon undertake to take measures in good faith that demonstrate positive intent, including the cessation of all hostile or negative actions in international political or legal fora, and undertake to work towards the search for and return of remains and the release of detainees.

14. The two Governments recognize the role of the United States in supporting their efforts to end decades of conflict and establish lasting stability and comprehensive peace between the two countries, and express their deep appreciation for the vision and leadership of President Donald J. Trump.
