The carnage on the streets will wait: ministries have not yet responded to the proposal to transfer the Haralbad to the Prime Minister’s Office
Government ministries have not yet commented on the proposal to move the National Road Safety Authority (Haralbad) from the Transport Ministry to the Prime Minister’s Office. The dramatic proposal on the status of Haralbad was put forward during two days of emergency talks convened by the Economic Affairs Committee last month, which has taken to the streets due to the sharp rise in the number of people killed in accidents. Transport Minister Miri Regev, Deputy Transport Minister Uri Makleb and Ministry Director General Moshe Ben-Zakan were not present at the talks.
“I would like us to draft a new law that will transfer the Haralvada from the Ministry of Transport to the Prime Minister’s Office and enshrine their budgets in law,” said Economic Committee Chairman MK David Bitan (Likud) at the opening of the debates. “I’ll give you the chance to convince me otherwise.”
In the absence of the Minister, the Deputy Minister and Director General of the Ministry represented the Deputy Director General of the Ministry, Nathaniel Isakov. Bitan referred to the continuous cuts to the RLABD budget and the loss of control over the increase in the number of victims. He justified the proposal to move the ministry by saying that he felt he could not trust the ministry to manage the RLABD with the necessary responsibility after neglecting the problem of traffic accidents and consistently cutting RLABD budgets, too After it turned out to be the deadliest year on the roads in 15 years, the resignation of the chairman of the security subcommittee on the road also helped MK Boaz Toporovsky (Yesh Atid), who called for the clipping of Harald’s wings sharp criticized. Not only was the budget not increased, but it was also cut again shortly afterwards.
Izakov contradicted Bitan, claiming that the Ministry of Transport is doing everything in its power to initiate reforms within the RLB, pointing to the appointment of new CEO Gilad Cohen after more than a year without having a CEO for the RLB.
At the end of the discussion, Bitan said he was not impressed and directed the RLBAD to prepare a proposal for a new budget for it, as well as the various ministries to express their views on a draft for the transfer of the RLBAD to the Prime Minister’s Office. The follow-up discussion on this topic is scheduled to take place tomorrow morning after the various ministries have submitted their statements, but as already mentioned, the ministries have not yet submitted their statements. The significance of the ministries’ behavior is not yet clear, but it can be assumed that some ministries prefer to see which way the wind blows and not get involved with a party that is perceived as a serious criticism of the way the Ministry of Transport works.
This is not the first time that Bitan has expressed a lack of trust in the Ministry of Transport. Earlier this year, Bittan sharply criticized the previous round of drastic increases in public transport prices, which he exposed as a bureaucratic ploy. Bitan sharply rebuked the finance and transport officials and said he would not allow them to rob the public.
