A team of UN investigators who cannot complete their work due to financial restrictions with the research of cases of violence by Israeli settlers and the transfer of weapons in Israel to use in the war against Hamas in Gaza.
The incident shows how bad that the lack of financing in the UN system caused by donor fatigue and belief weakness affect global efforts for abuse after a Congo probe was stalled at the beginning of this year.
The independent international investigation commission for the occupied Palestinian territory, which was founded in May 2021 by the Geneva -based Human Rights Council, can provide evidence of international crimes that are used in the investigation of tribunals and the International Criminal Court.
Last year, the Council approved Pakistan’s application to explore additional evidence of weapons transmissions according to Israel in the context of the Gaza Council and the Israeli settler gun.
But Navi Pillay, who heads the investigation, informed the President of the Council in a letter dated August 6 that a lack of funds means that this was unable to hire employees.

“The Commission has started to inform the sponsors of the two resolutions that they cannot present these prescribed reports and present them to the Council in March 2026,” said Pillay, who served as a judge at the ICC and is a former UN High Commissioner for Human Rights.

The Commission has regularly criticized Israel, which has conducted actions by the military since the start of his offensive in Gaza after the massacre led by Hamas on October 7, 2023. The Commission also mainly accuses Israel for the conflict with the Palestinians and accuses the Jewish state of other suspects such as Dohrungen Natural Resources.
The three members of the Commission resigned last month, but will continue to serve until new members are appointed by Human Rights Council.
Pillay, a South African lawyer, was the High Commissioner of the United Nations for Human Rights from 2008 to 2014. During this time, she often criticized Israel’s actions in Gaza.
She headed the investigation commission, the Jewish groups, Israel, the United States and other countries for its alleged prejudices. It is the first open investigation commission of the Council, the highest level of investigation of the Unrc.
The UN Miloon Kothari, who had also resigned, caused a fire storm of the controversy in 2022 when he said that the social media was “largely controlled by the Jewish lobby”, where he was committed to a common anti -Semitic drops and asked why Israel was allowed in the UN.
Pillay defended Kothari’s comments.
Pillay dismissed anti -Semitism as a “distraction” and “lies” and referred to Israeli security concerns as “fiction”.

In 2014, over 100 congress members signed a letter to Pillay, in which he decrypt the prejudices of the UNHRC against Israel under her leadership and said that the Council cannot be taken seriously as a human rights organization while it examined Israel, but not Hamas.
A long-term UN liquidity crisis has deteriorated a gap of un-minted fees, including the top donor, the United States, which $ around $ 1.5 billion. In response to this, the global body plans to reduce its budget by 20 percent.
A total of 12 of the currently 47 voting members of the Council, who are supposed to meet in September to discuss crises in Sudan and in Afghanistan, have outstanding fees, as can be seen from the international service for human rights.
Nada al Nashif, deputy high commissioner for human rights, said that the investigations were now at around 50% personnel.
“Without the timely availability of funds, the implementation has become and will continue to be increasingly restricted and in some cases it is simply not possible,” she said.
